The State of IT Security in Germany in 2024

BSI's 2024 situation report describes a sustained high level of cyber threat in Germany, shaped by Russia's war of aggression against Ukraine and other geopolitical conflicts, a professionalising ransomware and Malware-as-a-Service ecosystem, growing high-volume DDoS activity, and repeated zero-day exploitation at IT service providers. It also highlights new risks around AI large language models and the misuse of cloud services. Alongside the threat picture, the report tracks Germany's regulatory response, including the transposition of NIS-2 into national law and the Cyber Resilience Act extending security duties to manufacturers of networkable products.
