Ke3chang

Ke3chang is a threat actor attributed to actors operating out of China. The group has targeted oil, government, diplomatic, military, and NGOs in Central and South America, the Caribbean, Europe, and North America since at least 2010. Ke3chang is associated with multiple aliases including APT15, Vixen Panda, and Mirage. The group's activities include spear phishing and the use of shared infrastructure and backdoors with other Chinese APTs.
